Developed from the collaborative learning and commitments arising from the National Network on ELCC Human Resources Innovation and Decent Work 2019 Charrette.
Early Learning and Child Care Challenges
Based on the work of the Ontario Decent Work Taskforce, we know that the working conditions in the Early Learning and Child Care (ELCC) sector significantly contribute to the challenge in recruiting and retaining qualified staff here in Ontario. However, we also know that Ontario is not alone in facing these Human Resource challenges; there are commonalities across the Canadian ELCC workforce. The National Network on Early Learning and Child Care Human Resources Innovation and Decent Work aims to address staff recruitment and retention issues through developing and incubating innovative solutions to common ELCC workplace challenges.

The HR Toolkit provides innovative tools and wise practices to guide the creation of Human Resources policies that support Decent Work, and support recruitment and retention across Canada.
Community Presentations
A variety of community presentations for ELCC administrators, Early Childhood Educators and child care workers, and post secondary Early Childhood Education and Early Childhood Studies students, to share the HR tools, discuss decent work in the ELCC sector, and create professional networks.
Webinar: Advocating for Decent Work
This online presentation provides an overview of the OCBCC’s advocacy work, concepts of decent work in the ELCC sector, and the National Network project.
The National Network
The National Network for Early Learning and Child Care Human Resources Innovation and Decent Work is led by the Ontario Coalition for Better Child Care (OCBCC), in partnership with the Association for Early Childhood Educators of Ontario (AECEO). Funded by the Government of Canada’s Social Development Partnerships Program, the National Network aims to address Human Resource issues in the ELCC sector, specifically focusing on recruitment and retention and creating Decent Work for early childhood educators and child care workers.
